问题解决一半的方法如下：

修改components/com_rss中的rss.php文件代码
将
$info[ 'encoding' ] = $iso[1];
改成
$info[ 'encoding' ] = UTF-8;

同时将文件保存成UTF-8格式。

这个方法是自己想出来的，得到Autoit的确定，但是他说的“com_newsfeeds 里也应该做相应的修改的”我却不会修改了。经过测验，在Greatnews和Google Reader中不会出现乱码，在抓虾中还是老样子。但还是要纪念一下的。
